The MACC@WestEd has created a toolkit to assist early learning staff from state education agencies in refinement and implementation of ESSA consolidated plans, including communicating with LEAs about early learning opportunities. MACC@WestEd staff created the materials in the toolkit document to facilitate roundtable discussion sessions of the early learning representatives from the mid-Atlantic SEAs.
The toolkit includes: a resource document that explains all the early learning requirements and opportunities in ESSA; a map that cross-references early learning opportunities to the major parts of a state consolidated plan; and twelve (12) discussion guides highlighting the opportunities in Titles I, II, III, IV, and IX. The discussion guides are designed to provide background and facilitate critical analysis of the opportunities in the law as they link to individual states’ priorities. Each guide has a series of questions to guide analysis of potential opportunities.
